Yes. The OB People's Food Co-op holds a free kids' Halloween party on Saturday, Oct 31 from noon to 2 PM, and St. Peter's Lutheran Church holds a free Trunk or Treat the same day from 4:30 to 6:30 PM. Halloween at the Station at nearby Liberty Station is free on Sunday, Oct 25 from noon to 4 PM.

Yes, especially in 2026 because Halloween is on a Saturday. Newport Avenue bars fill with costumed adults after dark, and parking near the beach goes fast.
